Discussions about research and policy have a tendency to be more reflective about policy-making in general, rather than focusing on the more practical aspects of how research filters through a variety of networks and into policy discussions. Sarah Foxen looks at eight specific ways research currently gets into Parliament and provides some helpful links on where to start to get more involved.

I recently attended an RCUK-funded training day on research and policy. Part-way through one of the breakout sessions, it became apparent that my peers were sharing my frustrations with the training. We had expected to gain practical insight into how research feeds into policy, but instead the training had a rather more reflective focus, with the majority of speakers using their lectern time to perpetuate or challenge discourses surrounding academic impact.

Festival of Social Science, a debate took place in Bristol on 9/11/15 on the impacts of directly elected mayors on cities, including contributions from Baroness Barbara Janke, former Leader of Bristol City Council and Member of the House of Lords, Thom Oliver, Political Scientist, UWE, David Sweeting, Senior Lecturer, University of Bristol, and Ben Harrison, Centre for Cities.  A lively debate included reference to George Osborne’s plans for cities and city regions, and particularly whether we are witnessing a ‘devolution deception’.

Here, Ben Harrison argues the case against such an interpretation. 

To dismiss the Government’s devolution agenda simply as a “deception” is to opt out of a debate at the very time that real change is finally possible.

I was recently in Bristol earlier this week speaking about the merits of directly elected mayors, when I heard a familiar refrain during the audience Q and A. Far from being a significant redistribution of power from the central state to local areas, the Government’s entire devolution agenda, the attendee said, was nothing more than a “devolution deception”.

This is far from the only time I’ve heard this kind of critique put forward, not least from the national Labour party and its new leader, and earlier this week from the leader of the Liberal Democrats. But does it really stack up – is the Government really deceiving people when it comes to its intentions on devolution?

The tragic news from Paris shook the world, and has led to an urgent reconsideration of how we can safeguard our citizens’ security. Less than two weeks after the announcement of Theresa May’s Investigatory Powers Bill, the horrific events of Paris still cannot be used as a means to justify it.

“Computers are central to our everyday lives. Big data is reshaping the way we live and work. The internet has brought us tremendous opportunities to prosper and interact with others. But a digital society also presents us with challenges. The same benefits enjoyed by us all are being exploited by serious and organised criminals, online fraudsters, and terrorists. The threat is clear. In the past 12 months alone, six significant terrorist plots have been disrupted here in the UK, as well as a number of further plots overseas. The frequency and cost of cyber-attacks is increasing, with 90% of large organisations suffering an information security breach last year.” Theresa May

The Bill was justified by the Rt Hon Theresa May MP as necessary to ensure that “law enforcement and the security and intelligence agencies have the powers they need to keep us safe”. But does this Bill really succeed in keeping us safe, and if so, at what cost?

Since Tonia and Michael’s last blog of 12 October 2015, the Government has now abandoned proposed restrictions on unions’ freedom of protest away from the workplace, probably because even the police did not identify a problem with the existing legal framework (see the response to consultation). But the government still wishes to amend the Code of Practice on picketing to cover e.g. intimidation on the picket line and the ‘responsible’ use of social media in strikes, with uncertain legal effect. No wonder the Trade Union Bill has been opposed not only by trade unions, such as Unison and Unite, but also by human rights NGOs. See for example the Joint Statement by Liberty, the British Institute of Human Rights, and Amnesty International.

Bristol’s Thinking Futures Festival of Social Science kicks off with a debate on the merits or otherwise of directly elected mayors, on 9th November at 6pm in the Watershed. Strengthening city leadership by introducing directly elected mayors is now firmly on the agenda in the UK. Several cities, including Bristol, Leicester, Liverpool, and London already have directly elected mayors. Manchester plans to introduce a ‘metro mayor’ in 2017, with the prospect of other cities to follow. Supporters claim that the mayoral model of governance can provide more visible, more accountable, and ultimately more effective city leadership. Critics argue that the model can lead to an over centralisation of power, weakening the role of councillors, and undermining confidence in local democracy. In this blog, one of the speakers at the event, David Sweeting, discusses the impact of the introduction of a mayoral system of governance in Bristol.

Recently George Osborne announced the creation of a ‘metro-mayor’ for Greater Manchester. In doing so he has joined a long line of heavyweight politicians who have endorsed the idea of directly elected mayors as at least part of the solution to issues in urban governance in English cities. From as far back as Michael Heseltine in the early 1990s, via Tony Blair, and through David Cameron the idea of a single figure to govern our cities has resonated strongly in Whitehall. In the press release on Manchester’s metro-mayor, Osborne is quoted as saying: “This will give Mancunians a powerful voice and bring practical improvements for local people, with better transport links, an Oyster-style travelcard, and more investment in skills and the city’s economy”. The prospect of other cities introducing similar figures is clearly back on the agenda – whether on existing city boundaries or across a city-region.

There’s an interesting debate that’s been going on for some time now about measuring poverty and getting the issue onto the agenda so people sit up and take notice in the right way. It’s an area of academia that I haven’t really engaged in before, but one where I have a personal interest in seeking to see the debate move in the right kind of direction. A direction that takes us away from the concept of demonising the poor and those living in poverty and instead acknowledges the levels of inequality and seeks to do something about it in a way that benefits those most in need. The recent Policy & Politics conference in Bristol had inequality and poverty as one of its main themes and at the time I wrote a couple of blogs on the plenary sessions – the human cost of inequality (Kate Pickett) and why social inequality persists (Danny Dorlling). Both these presentations provided plenty of evidence to illustrate just how significant a problem we have in the UK and how it is getting worse.

Last week I went to a seminar on this very issue run by the Centre for the Study of Poverty and Social Justice at the University of Bristol, where the subject of debate was about how to gain traction and create change from academic research and evidence. The focus of the discussion was about using living standards rather than poverty indicators and the difference this can make when trying to attract the attention of politicians and policy makers. It was an interesting and thought provoking debate which gave some pointers on how we can translate measures and indicators into policy and action, as well as why it’s helpful to look at living standards for everyone rather than just looking at those in poverty.

For over a decade and a half the world has witnessed a dramatic rise in a distinctive kind of violent militancy. Much about it is controversial, including how it should be understood, described and addressed. There is even little, if any consensus, about how it should be labelled. Terms currently employed include: ‘violent jihadism’, ‘jihadi terrorism’, ‘violent Islamism’, ‘violent Islamic extremism’, ‘Islamist terrorism’, to mention but a few.

But two characteristics cannot be denied: it is violent and Islam is invoked as the justification by those who resort to it. However, the precise nature of this relationship is hotly disputed. Some claim that the connection is purely contingent and has no real significance because, while Islamic terminology is employed, the motives and goals of those involved have, in fact, little or nothing to do with Islam. By contrast, others maintain that it is nothing less than the logical extension of Islam given current conditions and recent developments. Of the many positions in between is the view that the conception of Islam invoked is an utterly debased and distorted misunderstanding of the faith, totally at variance with its true, best or better interpretations.

On 5 October 2015, George Osborne declared that the Conservative are ‘now the party of work, the only true party of labour’. The Trade Union Bill presented to Parliament in July 2015 demonstrates the hollowness of this claim. This proposed legislation has had little attention from the media but promises to place alarming restrictions on the rights of workers and their trade unions, probably in anticipation of deep budgetary cuts affecting the public sector which are, of course, likely to generate protest…

The measures in the Bill include: changes to the already very strict balloting requirements on strikes; new restrictions on peaceful picketing; new rules on the political activity of trade unions; restrictions on trade unions’ facility time in the public sector (with check off also in the Government’s sights); and greater controls on trade unions by the Certification Office. At the same time, the Government has published draft regulations allowing employers to hire agency workers as strike-breakers, and proposes further restrictions on protests organised by trade unions.

‘Made in China’ vs. ‘made in the EU’: what’s the difference?

Foxconn, a Taiwanese-owned firm best known for being the main assembler of Apple products and for harsh working conditions at its Chinese factories, is the world’s largest electronics contract manufacturer. While Foxconn also operates in Europe, it is from its factories in mainland China that we hear of militarised disciplinary regime, excessive and unpaid overtime, unhealthy and unsafe working conditions and forced student labour.

Just how different is the situation in Europe? I set out to answer this question three years ago along with my colleague Devi Sacchetto from the University of Padua. We conducted 63 interviews in the Czech Republic and 29 in Turkey with current and former Foxconn workers and managers, trade union representatives, government officials and NGOs.

The new Labour leader, deputy leader, and both candidates standing for Mayor in London and Bristol: all male. And this from a party whose parliamentary benches are more than 43 percent female and, in Bristol, where all its MPs are women. The newspapers and social media, not unexpectedly, were quick to question the party’s commitment to gender equality. Whatever you think of revaluing the education and health brief (and there’s a lot to be said for it), the absence of not one woman from the traditional top offices of state invited criticism. Some of this was no doubt right-wing commentators finding yet another reason to be critical of Labour’s new leader.

But the feminist criticism was more substantive: a longstanding worry that leftist politics often has too little room for gender equality in policy and personnel terms. Against such criticism, the counter argument: given the number of women candidates standing, party members had ample opportunity to vote for a woman. In short, Corbyn was the preferred candidate, his sex notwithstanding.
